That would not be tampering. There is no restriction for a team to talk to a draft prospect.

Tampering is talking to a player or agent about a player that is off limits because he is under contract to another team.

There is no rule against saying, "Make yourself undraftable so we can sign you in RFA"? You might be right, but that still seems iffy.
