Confused about one Incompletion

It’s not like he just dropped it
Very good defensive play and very close but no catch

In real time it looked like a catch & TD but the replay showed he never had control. Cedric is cash money though - to me there’s no fall off when throwing to him, coop, CeeDee, Gallup. He’s just as good.
