Confused about salary cap

Can someone explain to me why Adam says we are about $15.88 million under the cap but yet only have $3,882,787 million as of 03/04/08?

I am in a little argument with a friend. He thinks we have $15.88 million to spend freely, and i think otherwise. Any advice?

The $15.88 million was before we made certain moves like signing Flozell, tendering Barber and Canty, etc. The $3.8 number is where we are, with all of those thing in consideration, right now.

Ask your friend if he thinks Flo, Thomas, Barber, Canty, Hamlin, Berger, LP Lan., all signed for free.
