Could the Cowboys possibly play a game in London in 2025?

No team should be playing games in London or anywhere else outside of the U.S. If the NFL wants to do a preseason game there then so be it. Football (what the U.S. calls football) is not an international sport. Americans, in general, don't give a lick about cricket which is more of an international sport than American football.
London doesn’t make as much sense as Germany, but there is a reasonably population of Americans living or stationed in England.

Ghana? Why on earth would the NFL be interested in Africa? I’ve been to Africa multiple times and there is zero awareness, much less desire for American football. Soccer and basketball are the sports. The kids there know who Lebron is, but have no idea who Patrick Mahommes is.
Leaving no stone unturned. 20 years ago who in Brazil cared about NFL football? How many there do now? Nonetheless, they’ll sniff out money anywhere they possibly can.

I went there, fantastic occasion…
85’000 in attendance, torrential rain all day, and 85’000 still there right till the end… players couldn’t believe the crowd stayed until the end.

And as for the original question, Cowboys could well be in London next season as the opponents of the Jets.
