It's already known who was responsible - Garrett was the one lobbying in the war room for Taco when the pick was due. It would have been Kevin King though, as that is the only guy left on the board for the 1st round they had rated with a 1st round grade. Why they didn't have a 1st round grade on TJ, well that would have to be the scouting dept, headed by Will McClay.

Kevin King had a 2nd round grade. Dalvin Cook was the only 1st round graded player left on the board.
