I'm confused on some reports saying the nerve was elongated but others saying it needs to regrow.
IIRC, The only time a nerve needs to regrow is if it is severed, it'll follow the path of the dead half as it degenerates down to the neuromuscular site.
If its elongated doesn't that usually means damage to the myelin or worst case, the membrane itself. The myelin will repair over time but there's no "length growth" just layering around the nerve.

They guy that did the operation is just covering his own hide. In time you will see, that foot drop is permanent.
