From Grok could trade up to the 3rd overall pick:

To determine how high you can trade up using the 12th and 21st picks in the first round of the NFL Draft, we use the standard Jimmy Johnson trade value chart (the most commonly referenced "NFL trade chart"). This assigns approximate point values to each draft pick to facilitate fair trades, with higher picks worth more points. The value of your picks:
  • Pick 12: 1200 points
  • Pick 21: 800 points
  • Total: 2000 points
This total value allows you to target any single first-round pick worth 2000 points or less. Based on the chart, that corresponds to the 3rd overall pick (2200 points) being just out of reach, while the 4th overall pick (1800 points) is affordable (with ~200 points left over, which could be retained or used for a minor sweetener in negotiations).

It would be monumentally stupid to make a trade like that.
I am not advocating for this trade. I was looking at the current level of picks and that value. Many on here have advocated for Downs. I have not actually watched much on him. I also know we need LB, DE and S.

These picks will probably improve in position imo. The Packers and Love seem to have peaked in their first two games. I also believe it is possible the Cowboys have not found the bottom yet. Their offense seemed to take a step backward against a bad Cardinal team.

Get a late first or a 2nd for Pickens if we aren't going to pay him and we are really cooking.

Downs, Reece and a WR in the 2nd
