Not really sure I've seen the evidence to back this up.
Some teams "win" the offseason and some "lose". Of those teams that do either some win and some lose games in the regular season.
I don't think winning or losing the offseason necessarily indicates how the season will progress.
If "losing" means you don't address weaknesses on your team that ultimately resulted in a less than desired outcome, I don't think "losing" is really the way to go.
