The Cowboys were so good that even the past 28 seasons of mediocrity hasn't changed their #1 ranking, although it is now razor thin.
The Packers are now 3 games behind the Cowboys and the Ravens are 5 games behind.

Most likely, the Cowboys are #1 in value because they have a fanbase that is older, and the previous era created strong loyalty. The older the fanbase, the stronger their buying power.
In other words, Jerry Jones is still milking the Cowboys fans that were here before he stepped in.
He also prioritizes corporate purchases for season tickets to the point that it squeezes out lower middle-income" Joe Fan" types. The people for whom the NFL was originally built for can no longer afford season tickets.
He sold the naming right for his stadium instead of doing the right thing and giving something back to those that made the franchise so valuable, as well as their fans. AT&T stadium should be Landry Stadium.
Jerry Jones has looked for every possible penny he can squeeze. He was a major force in NFL games being broadcast on pay-only venues, something that former commissioner Pete Rozelle promised would never happen.
Ironically, the NFL was not intended to be profitable. Originally, teams were owned by a prominent businessman in a community as a way of giving something back as well as promoting good public relations for the owner's business. The NFL used to be a tax-free entity, I don't know if it still is.

Then why doesn't he? Pay a top head coach. Pay a top football minded guy as GM.. Ok paying for useful FA's. All of these things he CAN pay for. He just won't.
