Well the article clearly states that the Cowboys are just one of several teams (Eagles, Rams, 49ers, Bears) that are interested in Garcon. Not to mention him possibly staying in DC.

I can actually see Dallas taking this route. I could see it reported as a 5 year deal worth an impressive figure, but in reality is a 2 year deal with about 15 million guarenteed
