It is a bit concerning when a professional quarterback does not understand that when the media and fans say he's throwing too hard they are not talking about "speed of the ball" but rather the trajectory of the ball.
To me the best example of quarterbacks who struggled with trajectory (aka: no touch) on their throws was Brandon Weeden.
Weeden could thread a needle when there was a straight line between him and the receiver.
What he could not do well was add touch to this throws so they would drop over defenders and into the hands of his receivers.
Weeden was a perfect example of a "line of sight" quarterback.
So far, Milton has been similar (not as bad as Weeden, but limited in much the same way) except Milton does not have the LOS accuracy that Weeden had.
Milton needs to work heavily on adding touch to his passes because if he could maintain both his arm strength and add touch to his throws, it would improve his game a lot.
