After what happened with Ridgeway, they weren't going to release a drafted player. Better chance to get an undrafted guy there, especially since he didn't shine in games.

Tolbert is healthy, the hamstring issue was in camp which caused him to fall behind on special teams to Houston (according to the Cowboys). With Tolbert up to speed it doesn't make sense to have Houston taking up a spot on the 53.
