The rule in the link (which some didn't read) doesn't make a distinction about front office - it says any employee, which Trevon is.

"no club, nor any person employed by or otherwise affiliated with a club, is permitted to tamper with a player who is under contract to or whose exclusive negotiating rights are held by another club."

But as someone else noted they're brothers - they could have this discussion at mom's house. Good luck preventing it, NFL.

This is more about Diggs getting what he wants if Buffalo wants them to play together in Buffalo than Stephon being in Dallas.

He's negotiating.

Or maybe he's insinuating he wants to trade Parsons for his bro.

It's just a 'catch all clause' to stop FO deligating implied responsibility. To br found guilty the NFL would still need to prove some link that the Jones' deferred their interest to Trevon.
What Trevon's actually done is severed any chance of us getting his brother....as if we approached the Bills officially then they'd have a strong case that 'Tampering' occurred.
