They clearly know they need to upgrade Heath, hence why they were negotiating with the Jets. And yet, knowing the possibility existed it would be pricey to land him, you would think a competent front office might have a backup plan. There were probably other SS possibilities that at the very least could have put some pressure on Heath.
But they don't. It was Adams or bust. Despite them basically acknowledging they could use an upgrade there.
