I think they see what is available in FA at that spot and figure it is about the same level as canty so they might as well try to sign him because he knows the system. If they can not then they can fall back and try and get Igor and have the draft.
I think they would prefer to have a known commodity at the position and at the same time not have to worry about finding and immediate replacement for him in the draft.
This also can help clear up their draft strategy to a point if they get him signed as they will have more flexibility instead of having to worry about drafting straight for need at that position.
So if it works out for them...they get a known commodity that knows the system and that is one less area to worry about in FA and the draft. That does not mean they will not take another in the draft but it gives them more flexibility.
Also considering what they will or will not pay. I think the FA market (including Canty) will dictate that to a degree and I imagine they feel that what they would pay for canty would be about the same as what they might pay for someone like Igor.
Of course all of that is just my opinion.

If there's a cap, Jerry Jones is digging himself in a deeper hole every day. It's possible that league revenue will actually go down, and to make matters worse, many owners feel the cap is too high already. Who knows? The salary cap could be lower in the near future than it is now.
The Cowboys are replacing the Commanders as the team with the least salary cap flexibility. All these slightly above-average and old players getting superstar $ is ridiculous.
Just look at the contracts he's handed out the last few years to a multitude of players who are underperforming their contracts.
