I have seen multiple times this year where non-Cowboys team's quarterbacks have been hit in the head/facemask area and no flags were thrown.

Not sure if they changed the rules or they purposely relaxed the enforcement of it.

Well it's a good thing they're being more relaxed on it because a light forearm to the helmet is not the type of vicious cheap shot that roughing the passer is meant to eliminate.
