I guess maybe I see this "Romo would have [fill in the blank]" as pure conjecture. Because for all we know, Romo would have had another bone broken in his back last week against Seattle and he would never get a shot at throwing the ball to Williams.

I said it because IF Romo was healthy, he rarely missed those throws. As to where Dak has been off this year on many throws he should have made.
I am not against Dak, but he is off this year. Will see how he improves next year.
