Its not a new rule. The penalty would have happened after the play which means if he is short, it is Eagles ball THEN they apply the penalty and its 1st and 10 Eagles.Still a 1st down due to the penalty so it shouldn't matter. Unless the NFL makes up a new rule for the Eagles on the spot...which you can't be surprised if they do
I think they are going to challenge the spot and then if he is short because the penalty occurred after the play was over, then the Eagles would get the ball and then the penalty would be applied. I think Dak got the 1st but that is the logic I believe.
