So, the refs stopped the clock to tell Pete he couldn't call time out to keep from getting penalized for having 12 men on the field, then they told the Cowboys they couldn't penalize the Seahawks for having 12 men on the field because they had stopped the clock. Can that possibly be correct?

It makes my head hurt to think about. Refs in the NFL shouldn't struggle with this stuff.

Don't even have words to describe that horrible non call from the refs. We didn't get the call because they made a mistake and that's supposed to be ok.
