Because there was only 2 receivers out in the pattern. Everyone else stayed in to pass protect. If your OLine is SO bad that you need that many people to protect the QB, then put in a more mobile QB and let the receivers run their routes!

I would say the Titans have the worst D in the NFL. At least the Texans have a lot of 1st round picks on their defense. (Johnson, Robinson, Buchanon, Williams)
