If I was GM of a team in the NFL's basement from year to year, I would draft a QB in every first round for 2-3 years and let them battle it out for starter. Best one hopefully becomes a franchise QB. Of course, I'm not a GM but it is the most important position.

I'd churn running QBs. Don't have to pick them high. Cheap. Give you an extra dimension on offense.
