They can't cut him and bring him back unless he passes a physical. Cutting an injured player requires an injury settlement and the player can't return for the season* to the team that cut him.

2 protected practice squad players per week.

That rule does not impact the 53 man limit on cut day.

Even when the injury was the previous season and he's on PUP? Although in this case he claims he can pass a physical.
