The moment the whistle is blown the play is over. Meaning if a recovery happens after the whistle blows it does not count. This is specifically to discourage players from playing after the whistle because otherwise you would ignore it because it might not count.
This is not true. Hasn't been for like 20 years now.

If it's blown dead, but replay shows a fumble and clear recovery, it would be a turnover. However, due to the play being blown dead, no advance of the fumble would be counted.
