I would disagree with your analysis a little bit. Just because Fowler played a ton of run snaps doesn't mean he should be. Washington was very bad against the run a season ago, and a big reason why is they had DEs who were negatively graded against the run. I'd also disagree that he should be viewed as a DLaw replacement, and if so its not a good sign. DLaw the last couple of years was rushing inside the outside should of the tackle as much as he was being a true edge player. He was even moving all the way inside lining up in the A gap at times. I would have to believe that Fowler will take on more of the Carl Lawson role which was extremely similar to what he did with Dallas when Fowler was here. I really have to believe that they either draft a guy early on or are counting on some combo of Kneeland/Turner taking on the early run downs and having Fowler/Williams primarily take the passing downs.
Personally I wouldn't expect much more from Fowler than what he was the first time he was in Dallas...An above average situational rusher that you hope isn't ever a full time starter or else you're in trouble. He had roughly a 17.5% pressure rate in 2023 with the Cowboys, and despite the sack totals last year he actually dropped to 13% with Washington. This is a classic example of a pretty good depth player racking up stats because of a high quantity of play time over quality play. In Dallas he could get a small bump having a guy like Micah to take the attention off him, but I'm not sure an Eberflus scheme is going to be more beneficial to him than DQ.
