In 2007 he threw a TD to Terrell Owens in the 2nd quarter.
That puts him at 100 not at 98. One way or the other the calculation is off.

When Tony Romo isn't in Vegas, he actually manages to play some pretty fine football, if anyone has noticed.
In case no one was looking, Romo is just two scores away from 100 career touchdown passes. It's taken the Cowboys quarterback just 52 games with at least one attempt to reach 98. If he gets two more against the Giants on Sunday he will be the fourth fastest to 100.
Here's the list of fastest quarterbacks to 100 TDs:
Dan Marino . . . 44
Kurt Warner . . . 50
Johnny Unitas . . . 51
Peyton Manning . . . 56
Romo likely will fit in between the two Colts passers in the record books. As soon as things appear to not be going just perfectly in December, we're bound to start hearing about how Romo just can't get it done.
But because of numbers like this, we all know better, right? Sometimes it's important to really appreciate what you have.

2007...16 games, 36 TDs
2008...13 games, 26 TDs
2009...11 games, 17 TDs
That is 50 games (35-15 in case anyone is curious) and 98 TDs.
So, he can tie Johnny Unitas at 51 games to 100 TDs. Pretty danged amazing.
