I agree with Hos on his defination of a #1. However, I disagree that Hurd can't develop into one. By his defination, it is more about trust than physical tools. Although the tools play a big part in what a WR does, it does boil down to trust between a QB and a WR. I think in year 2 of a WR development, it is way to early to make any judgements about him.
From all accounts, Hurd works extremely hard at perfecting his craft. He works after practise, he studies hard.. he works on the little things. IF he keeps this up.. I see no reason why he can't be a #1.
