Most, not always. Depends on how much homework scouting dept does. Of course, a little luck never hurts. But it's really more of a game of evaluation than luck.

COVID years have bottlenecked talent and so there's been more players. Or more developed talent available.

That involves with being a real fan and support of team...not like tariffs and personal gains. If one doesn't get anything from following the game, simple, change teams. Don't just complain no matter what gains occur.
