I dunno. They allow a lot of contact at the top of a route and it was their feet getting tied that led to the fall. He put his hand on him while he had a leading shoulder in his chest.

I don't think it was, but it probably would have been called PI. The fall happened because their feet got tangled up. However, there was some contact before that and because of the timing of it, I think a flag would have been thrown.
