The refs don't have to cheat the whole game, just long enough to give Pitts the momentum and the lead.

With the lead and their crowd, it is hard for opposing teams.

I think it's good for the refs to get in some PI calls very early in the game, for both teams. Hopefully that takes the extra bit of hostility DB's may be using that could get them flagged late in the game where it'd be huge.
