I don't think the team has any intention of tanking. I think this is a direct indictment on Cassel and how they view him. They probably think Moore can't be much worse and want to give him a shot. He's not PS eligible next year so getting to evaluate him in games would be a bonus on whether they want to move on or not.

I don't think Moore will be on the roster next year either. The only QB coming back next year is Romo. They need to draft a QB and look for one in FA if possible.
