One misconception entering this uncapped season is that Jerry Jones would be unable to help himself, that the system would drive him to fiscal irresponsibility.

Jones is one of the league's more aggressive owners. But he's not crazy. Any spending spree now in free agency would come back to bite him.

"We don't have a cap, but things are relative to what we're doing with one player and another,'' Jones said. "The real world is, the Dallas Cowboys have a budget. I'm not known for following budgets, but we do have a budget. I have to look at all kinds of consequences over the next several years.

"In years to come, we could very easily be operating under conditions...that have the characteristics of what we've been doing. So when you make a decision today, it's got to fit all plans.''

Technically, the Cowboys have no league-imposed salary cap limit this year. Sure, there are some "Final Eight" restrictions, but Jerry Jones could still make a free-agent splash if he so chooses.

He hasn't yet. And he realizes that might puzzle some fans who expected Jones, an admitted risk-taker, to pull a George Steinbrenner in free agency.

Jones has instituted an off-season budget for his team, though. Some of it will go toward the 2010 draft class. Some of it will go toward re-signing his restricted free agents. Some of it will be saved in the Miles Austin trust fund, so to speak (and maybe Gerald Sensabaugh's and some others).

And yes, the Cowboys are still targeting available free agents. Jones indicated the team is getting closer to making a move, though he still is looking for good value in what has been widely considered a weakened free agent class.

It's his money, and he's also trying to take a short- and long-term approach to his roster and the team's financial flexibility. He doesn't want to be complacent, but he doesn't want to overpay for the sake of being active.

"The real world is the Dallas Cowboys have a budget," he said Wednesday. "I’m not known for following budgets, but we do have a budget because I have to look at all kinds of consequences over the next several years. I have to look at that. And one of the thing that I hope that we have over the next several years – and I’m going to do everything I can to have it – is another collective bargaining agreement."

The Cowboys are in good money shape. They want to keep it that way, while also trying to get better.

What I dont understand is how people even got that misconception?

The Deion signing? Please, the dude was the best CB of all time, and he got paid like one.

We've rarely if ever been big FA players with marquee names. Thats Washington's job, not ours.

People are blinded with hate.

Jerry's spending issue really only came down to Emmitt/Troy/Deion -- he gave all of them huge deals late in their careers and it put us in a bad cap situation.

His only problem is not letting go early enough.
