Instant replay could become a permanent fixture in college football games beginning next season. Coaches also would have more control over what is reviewed if proposed rules changes are approved by the NCAA board of directors in March.

The NCAA football rules committee Thursday recommended the use of replay for all schools and conferences that adopt a standardized format. Replay had been considered an experiment the last two seasons, and some conferences had different replay rules.

Last season, most major conferences used the format first implemented by the Big Ten in 2004. A replay official watched every play on a monitor in the press box. That person would signal the referee to stop the game on questionable plays that have a direct impact on the game's outcome.

Beginning this season, coaches will be able to challenge calls on the field once per contest. NFL coaches throw red flags onto the field to indicate they want a replay. College coaches must signal for a timeout, according to the new rules.

If the review results in a call being overturned, that coach will be allowed to challenge again later in the game. If the call is upheld, the team is charged with a timeout.

The Mountain West Conference was the only league that allowed coaches' challenges last season. Only five of 35 calls were reversed.

Two other factors could influence the low reversal rate. NCAA rules prohibit television monitors inside the coaches' booth inside the press box. And, teams are allowed to show only one replay on the stadium's video board. Effectively, coaches have no access to what television viewers see at home.

Those rules are not expected to change, which could prompt coaches to challenge calls based solely on gut feeling.
