The Cowboys have done pretty well with some foreign players, all of whom have been kickers:

Tony Fritsch (Austria)
Effren Hererra (Mexico)
Raphael Septien (Mexico)
...
You would think that, at some point, some athlete from another country would end up playing QB in the NFL. Maybe it's happened, but I just don't know about it. I do know that Roman Gabriel had parents from the Philippines, but he was born in North Carolina as a US citizen.

Of course, a kicker can get by with only basic English skills. Tony Fritsch's English was terrible when he first started, but it got better in time. A quarterback would have no such luxury. His English would have to be exceptional from the start, so that would favor a player from an English-speaking country like Australia. Maybe we'll eventually see an Aussie quarterback: "O-kay mates, we're gonna kick thea butts."
 
The Rams brought in Deiter Brock who I believe was Canadian back in the late 70's early 80's.
 
Mark Rypien was/is a Canadian citizen.

His nephew, Brett Rypien (who we briefly saw in action against the Cowboys the other day) is also a Canadian citizen, but was born in Washington State.
 
I don't know the criteria. Were the other people in the example not American citizens?
Yes, Toni Fritsch, Effren Herrera, and Raphael Septien were all citizens of other countries when they got their job playing for the Cowboys. I'm not sure if any of them ended up getting American citizenship as well. Jim Plunkett was definitely born a US citizen. I wonder if maybe he had dual citizenship, which would make him both American and Mexican. In that case, I would say that he counts as a foreign player, or at least it would be a grey area.

Jim Plunkett was born in San Jose, California.. so.. uh.. no.
 
Speaking of good foreign players for the Cowboys.. how about Mat McBriar. That dude was maybe the best punter in team history.. out of Melbourne, Australia.

That dude was simply amazing at how well he cold flip field position. Unless he was punting out our own end zone the other team was going to have to go at lest 70 yards because not only did he boom it great distances but he had ridiculous hang time and ball placement too. He was the absolute best I've ever seen at pinning the returner up against the sideline so as to not allow much opportunity for a return. It was sad when he got hurt and never returned to form.. Chris Jones was nowhere near as good at first but after a couple of years he must have gone to the same Joshua Tree that McBriar went to because he started doing the same thing.
 
Pretty sure one of the Klitchkos led the Lions to a Super Bowl a few years back.
 
We're talking foreign countries? Drew Brees exported to the states from Austin.
