Does anyone remember the contingency plans?

The earthquake today got me to thinking.

A few years or so ago we had a conversation on these very boards (i think) about the contingency plans various leagues have in case of a team disaster. It's a little morbid, but for instance if a team's charter plane went down, if memory serves the NFL actually had contingency plans. If I recall, each league did.

Does anyone remember what they were? Google's not being terribly helpful for me.

I'm pretty sure that the Giants get to play them in New York, but that the game counts as a road game.

In a "near disaster," in which fewer than 15 players are killed or lost for the season, teams would be required to play out the season but would receive priority on all waiver claims.

In a "disaster," in which 15 or more players are killed or lost for the season, the commissioner decides whether the team will continue its season. If it does, the "near disaster" plan would kick in. If not, a restocking draft would take place in the offseason and the team would get the No. 1 pick in that year's NFL draft.​

What exactly is a restocking draft? I'm picturing a Madden-esque fantasy draft...but there's no way that that can be right. Would it be like an expansion draft maybe?

Probably a variation on the expansion draft where current teams can protect a fewer number of players.

So if a team loses a boatload of players they are rewarded with the #1 overall pick? Great. So we have a huge cap hit with the departed guys and now we throw $40 million in guaranteed money at an undeserving rookie. That should put the team in a hole they can't climb out of for a decade.

I wonder what they would do with the contracts of the dead players? And how would it be weighted against the cap?
