I think he looks like he's setting up his blocks.

Correct. He is waiting for the blocks to develop, which is much slower than last year since the wedge got banned. But once he gets his opening, he explodes through.

but on kick returns, I can see in the backfield but on kick returns, gunners are coming fast and reckless.....

He is trying to find the seam to burst through with his acceleration rather than sprinting with his head down right from start. Not sure what is "right" strategy, but he has been doing the kick return thing since long into college right? Let's give him benefit of doubt. He did do his patented zoom a couple of times bursting through into a lane, which he would not have found by sprinting full out from start.

To me, Jones looks a tad heavier than last year. He looks like the size of an everydown back, but seems to get dinged a lot. Figured he's score on that long run, but he got run down at end. He seems far more muscular than when he was drafted, which is ok if he keeps up that ypc.

He looked hesitant, but I'd rather that be the case than he look sloppy holding on to the ball.

Good grief. He's only one of the best kickoff returners in college football history. I think he knows what he's doing.

He was cramping up last night...his right calf I believe. Definitely wasn't going full speed.

Was fumbling the ball acceptable in college?

He's setting himself up. He's patient then puts out a burst of speed.
Change of speed is crucial to great returners.

Nobody will admit it now but he definitely is too hesitant and looks slower. By the end of the year, more people will be willing to accept it (if it continues).
Watch the Philly return last year and tell me he doesn't look different.
He definitely looks heavier. Don't know why these elusive RBs bulk up so much especially upper body. It just doesn't pay off.
