Don't clean the snow off?

Don't understand this rule at all. It's a 15 yard penalty to clean the snow for a kicker on a extra point, field Goal or a punt.

Just seems rude. Players are allowed to change cleats for footing and wet balls are wiped and changed for the QB. Why cant I clean a small spot in the snow for the kickers plant foot?

Is this rule saying simple a team can't send a grounds crew out to clean a spot? So, the players on the field are allowed to clean a spot?

I'd prefer they actually added snow for every kick - regardless of the weather or venue.
