With a first rounder tender, a team has to give up a first and third to take him away.

Would it be the 32 pick if Greenbay was to take him? There is a huge gap between first round picks top to bottom. A team that is on need of an OT that is drafting late would be more likely to take him than a team drafting early.

Is this correct?
 
Yes. It's a first and third round tender, meaning if Green Bay (for example) signed him they would have to give up their 1st and third round picks, almost like a trade.

But the Cowboys still have the chance to match the offer.
