The Cowboys are going to have a very interesting situation. It appears the cap may become a concern for the teams handing out monster QB contracts as league revenues go the wrong direction. I get that Jerry and Stephen have been running their pie holes about Dak being their guy, but that is not a given in my mind.
I do not believe they will be able to franchise Dak. The QB franchise tag will cost more next year. With the cap shrinking, it will now take a significantly larger percentage of the teams available money.
Dak and his agent have not been considered "team friendly" up til now. So, they are going to need to work out a deal that makes sense for both sides. The new obstacles to be considered this year that will add to that difficulty:
1) There are several very good QBs that the cowboys will be in position to draft. Anyone watching tape on the top few signal callers that will be available when the cowboys draft, sees an opportunity to get a very good player(at the most expensive position) on the cheap for the next five years. This will also free up money when other teams are going to have to cut very good, proven players. The cap flexibility in this next offseason could potentially allow you to sign two other pro bowlers or several very good players
.
2) Zeke, Amari, Jarwin & Jaylon contracts. These are four very rich contracts negotiated when the NFL was on the financial incline. Zeke especially made the Joneses look dumb. They not only tie up significant capital, but make the Cowboys FO look foolish when shelling out big extensions.

3) Dak's injury. Yes, he will come back and play well, but how well. Carson Wentz has never been the same since his injury. I know they are two different players, but Dak was always at his best when he uses his feet. How well will he do that going forward(both mentally and physically). If you are going to tie up a big % of your teams ability to pay players, all factors matter. That leg injury was gruesome and it is anybody's guess how he will look moving forward. The odds are in his favor, but who knows and do you bet the farm on it? The league appears to be moving to a more mobile QB. The modern NFL almost dictates it to keep the defense off balance.

The football gods will put Dallas's pick in the top 10 this year. When you do your draft diligence on the QB position, there are some very good prospects that will be available when the Cowboys are on the clock. Jerry is a gambler that has been hurt from being overly loyal to his players financially. Will he get this critical call correct? History emphatically says, "no he will not".
