Jackson is a good coach. He has nothing to work with.

He may be a good coordinator but he hasn't proven to be a good head coach. He was fired by the Raiders as their HC and isn't likely to last very long with the Browns. He was on board with passing on Wentz and it was his idea to bring Palmer to the Raiders who didn't last long. He was also high on RG3 which is why he ended up in Cleveland and that hasn't worked out.
