Hmm for some reason I thought the Texans had the tie breaker. Oh well I guess not.

No tie breakers in the draft. Strictly by strength of schedule.
Teams with same record then rotate in each round.

So if 2 teams same record, the SOS determines who gets the higher pick. Then in the 2nd round they flip or rotate the order.

If same SOS, a coin flip is used.
