IRVING, Texas -- Cowboys owner/general manager Jerry Jones said Tuesday guard Brian Waters could play in the Week 2 game at Kansas City. Waters, who was signed last week by the Cowboys after missing the 2012 season, is still working on his conditioning. He's done some pre-practice work with the first-and-second teams but no team drills during a practice. Waters is also working out daily with the Cowboys' strength and conditioning staff in the hopes of getting ready to play soon.
