Cowboys coach Jason Garrett discusses the status of QB Tony Romo and how Dallas is handling its offensive game plan with Romo's availability in question.
IRVING, Texas -- Dallas Cowboys quarterback Tony Romo did not practice Thursday as he continued to receive round-the-clock treatment on his ailing back.
Cowboys coach Jason Garrett said the team does not have a hard-and-fast rule that a player must practice in order to play.

Kyle Orton taking the place of Tony Romo won't mark the first time the Cowboys have had to rely on their backup QB in crucial situations, writes Todd Archer.
The Cowboys (8-7) play the Philadelphia Eagles (9-6) on Sunday, with the winner clinching the NFC East title and a playoff spot.
If Romo, who has not attended meetings this week, cannot play against Philadelphia,Kyle Orton will start for Dallas.
"Certainly you want your quarterback to practice during the week," Garrett said prior to Thursday's practice. "Tony's played a lot of football for us, so you would give him more leeway than most.
"More than anything, it's a health issue, and we'll just see how he's feeling."
