Based off of that play, the rule should be that they can either make them punt it again or get the safety with one more play where the Ravens have to kick off.

Isn't it super risky, in that if the punter has no intention on punting it, and a couple defenders get free and make it to him, isn't it a higher than normal probability he'll fumble it right by or in his endzone? I wouldn't leave it up to my punter in that situation

Trust me the punter is told if it looks like you are going to get popped lateral it out the back of the endzone or sprint if he gets popped its because he allowed it.

That was a brilliant call by John Harbaugh. Utilize the rules to your advantage.

It's more amazing that no Bengals could get past the holding at all.

I think the reason why the Bengals couldn't get past the holding is because they were trying to pull away from the hold to assist on the return instead of an all out punt block.
Then when they realized that the punter wasn't going to punt, it is then difficult to go thru someone with little or no leverage.
