Hard to say at this point who anyone would consider tier 2 free agents. Usually there are between 10 and 30 guys that will come off the board the first week not counting those that will resign with their own teams just before free agency starts.
Next you have to identify what positions to target of those tier 2 guys that fit what your coaching staff wants. For my benefit, I see WR2, RB, LB, OG, DI, and DE as being needed most at least in the backup or starting position. If rumors are true, and that is a big IF, we are resigning Osa and possibly extending DLaw for another year. Based on reports from various media outlets, Dowdle will be offered a deal somewhere in the 5 to 6 mil a year area, and Lewis at CB also but probably more. Since the draft appears to be heavy in DL and RB and WR through all 7 rounds including UDFA guys, stands to reason why those guys will be late tier 2 guys we go after. Anyway, here are guys I think could be targets.
WR - We have Lamb, Tolbert, Mingo, Flourney, Brooks, and Turpin (he will get a restricted offer meaning if someone signs him, we get a draft pick in 2026) Tier 2 guys that could be help would be Kennan Allen and Mike Williams who both give you a vet presense. Stefon Diggs would be a nice add but you are looking at probably $15 mil a year average. Wouldn't be surprised to see be Williams due to money and then a trade down in 1st round and take Emeka Egbuka in the 16 to 22 area.
RB - If we resign Dowdle will see how we approach FA, if we don't then could see them signing Nick Chubb and/or Javonte Williams then drafting probably 2 guys but find it hard to believe we will spend a 1st on a RB. Could see Kaleb Johnson or Quinshon Judkins in the 2nd but think a target will be Devin Neal in late 3rd or Ollie Gordon II in 5th if not both.
OG - with Tyler Smith, Beebee, Bass and possibly Richards and Thomas moving to OG then can only see them most likely signing Will Hernandez in free agency. Lots of guys with decent grades that will be available in 2nd and 3rd rounds and solid prospects on day 3. IF Dallas trades down in the 1st say as far down as 23 through 28 then if Tyler Booker is available then would not be surprised to see him in Dallas and starting immediately as the RG, he is that good.
LB - really hurting here unless Overshown actually comes back early with really only Clark and Liufau and Parsons (sort of ) and we could sign Kendricks back on a 1 year deal. Robert Spillane, Kyzir White,Tyrel Dodson and Ernest Jones are probably the ones they look at as tier 2. Nick Bolton would be great but $$ will be to much. Draft guys would be nice if a Jihaad Campbell fell into round 2 although not likely or Demetrius Knight, most likely looking Day 3 at LB.
DI - Mazi Smith, Justin Rodgers and hopefully Osa Oddighizuwa, we could see a definite signing in FA. Someone like D.J. Jones or Teair Tart or Ta'Quan Graham will likely we tier 2 guys or maybe we hope Golston will sign a cheap deal. Derrick Harmon in the 3rd would be nice or Alfred Collins and then later Jordan Phillips or JJ Pegus and most likely a couple of UDFAs.
DE - Parson, Williams, Kneeland, maybe Lawrence, Wheat but will add a couple. In FA, maybe Baron Browning, Dayo Odeyingbo, Chase Young, Josh Uche, and Darrell Taylor are possibles for the right $$. The draft has decent guys that would be good rotation guys on Day 3 although there are a couple of guys Dallas could explore in rounds 1 and 2.
Still the underlying question is will Dallas actually pay a few guys in free agency to make this team better NOW.
