Fun note and a shoutout to @AdamJT13 , if you Google whether comp picks can be traded the top link is the SB Nation site for the Ravens. Its says Adam was the only guy in the country that figured out the formula for compensation picks. And when you think about it, that probably includes the NFL Front Office.
However, our friends at Overthecap have figured out the basic parameters of the formula, continuing the work of an anonymous online blogger, AdamJT13, who had the basic formula down but disappeared a few years ago from the internet.

Won't any comp picks obtained for players leaving after this season not be in affect until 2018, after they have played a year with their new teams?Coming off a 2016 draft that may end up being the best in Cowboys history, its fun to think about next year because we will likely have five extra draft picks from trades and compensatory picks.
In 2017 we don’t have a 5th but have an extra 7th (Cassel trade). This will be the first year compensatory picks are tradable so we may be able to package them to move up for a higher pick. So what will bring back picks in trades or compensation?
Romo is likely to be traded, I won’t guess the round to avoid sidetracking the thread.
Either Ron Leary will sign elsewhere and give us a pick (likely at the end of the 4th round) or they will resign Leary and trade La’el Collins – probably for a pick in the 3rd round (or perhaps higher).
For later picks I think Terrence Williams will leave and bring back a 6th round comp pick, and DMC and Escobar will sign contracts elsewhere high enough to bring back 7th round comp picks.
In my scenario Claiborne, Terrell McClain and Jack Crawford resign in Dallas. Any of them would likely bring back a comp pick if they signed elsewhere.
Gachkar and JJ Wilcox will resign or if they don’t, they wouldn’t sign for enough to bring back a comp pick.
So that scenario leaves our 2017 draft with picks in these rounds:
1
2
3 3 (Romo, round is TBD)
4 4
5
6 6
7 7 7 7
And before you write off those late round picks, remember this year’s 6th round gave us a starting caliber CB in Brown, two guys in Frazier and Jackson that will be good depth at a minimum – plus a lottery ticket in Rico Gathers. In 2015 the 7th round gave us Swaim and Nzeocha, plus an added compensatory 7th would likely have meant us drafting Thomas Rawls.

Comp picks for losing free agents next year won't be until the year after. And it also depends if the Cowboys sign anyone.
Second, any players who are signing deals from the 5th, 6th, 7th Rd value can easily be offset by signings of their own. Dallas doesn't play in the top end of FA, but they do sign some lower end guys most years like most teams.
But there is a lot less pressure to do that this year because we have drafted well lately. We won't give up a comp pick this year (possible Sanchez, correct me if I'm wrong) and our 2016 draft only had offset picks for DMC, Gachkar and Hardy (who was a special case) when we lost seven players for a net of 4 comp picks.
Of the players listed, I think Claiborne resigns. Church could leave and be offset by a similar player but a lot of the other players could be offset by draft picks or PS players we already have.
Carr would be replaced by Brown.
DMC would be replaced by Darius Jackson
TWill would be replaced by Butler and/or Andy Jones from the PS
Wilcox would be replaced by Frazier
Escobar would be replaced by Hanna coming back and/or Rico Gathers
Back to back, yupQuality over quantity.
No projects.
No players with drug issues.
Championship!
