Football Outsiders has looked at play-action passes (including RPOs that turn into passes).

The first thing to note: play-action usage is on the increase, and reached 24% of all passes in 2018.

Dallas is in the middle of the pack in usage (13th), but has one of the largest (positive) differences in performance between play-action and non-play-action passes (5th in the league).

They're the 11th-best play-action offense.
They're 27th in non-play-action offense.

So yes, they should almost certainly use play action more than they do.
 
Poor game planning and play calling.

One of the best RB’s in the league. A QB who does best when throwing out of play action, an offense built around the run, and only middle of the pack on play action attempt ratio. That is ridiculous.
 
Having Zeke in he backfield makes play action much more effective.

They need to be passing a lot more on 1st down than they have in the past, generally thru play action.
