When a team franchises a player, when are they required to be able to cover the amount against the cap, at the actual "tagging", or after the player signs?

I think that it is once the player actually signs the tag, but maybe I'm wrong.

You have to have the money the day they are tagged, and it counts vs the cap from that day on.

This is correct.

The team can always remove the tag before the player signs and they're of the hook. Once the player signs, the team is then committed.
