I can definitely understand this in cases in which the dog and owner haven't developed good trust in each other, or if the owner does it frequently, but I used to do it with my dog occasionally and after the first few times, he just pretty much ignored it. He never had an extreme reaction like these dogs have. Then again, I never did it right next to his face or in a way that would scare him...I guess that's where the trust factor comes into play.I just read an article about it the day before. It's a fear/distress response.
