You must be special then, because every youtube video I've ever watched does this. You can see the gray progress bar moving while it's paused. There is no setting when uploading a video to not allow this, either.

Welp, I just checked, and either the bar doesn't move anymore while paused, or they've recently changed it. So, my bad.

It changes over time. Now I can watch it and it'll load very quickly without even pausing for me. There doesn't seem to be much rhyme or reason with Youtube. Just frustrating.

It's odd because as recently as this last football season, I uploaded almost every game, and because of the file size while reviewing my own uploads, I'd have to pause and let it catch up... and it always did. I've tried a few videos now and the progress bar doesn't move anymore when paused. Pretty lame. I agree youtube is terrible mostly, especially their upload speeds.
