The one thing that allows us to constantly be contending for the top of the division despite our own shortcomings is how terrible at drafting the other three franchises are.

Every few years they string together a few solid classes but they rarely ever get the crucial picks (QB) right. If these other franchises were competent in the draft consistently, the post 2000 division titles would be a lot more spread out.
